  • Members bill in the name of Louisa Wall MP drawn from the Ballot on Dec 14. This Bill provides that where a local alcohol policy is in place under the provisions of the Sale and Supply of Alcohol Act 2012 any renewal of a licence under the Act must not be inconsistent with the provisions of that local alcohol policy.   • Sale and Supply of Alcohol (Rugby World Cup 2019 Extended Trading Hours) Amendment Bill

  • Introduced on Aug 26. The bill allow eligible licensees to extend trading hours to televise games played as part of the Rugby World Cup 2019. Passed through all stages by leave of the House on Aug 28. A number of MPs including Justice Minister Andrew Little noted the need to pass ad hoc licensing laws for major events showed there could be a need to revisit alcohol law again.   • Sale and Supply of Alcohol (Rugby World Cup 2023 Extended Trading Hours) Amendment Bill

  • Introduced on June 16. The bill temporarily amends the Sale and Supply of Alcohol Act 2012 to allow eligible licensees to extend trading hours for the purposes of televising games played as part of the men’s Rugby World Cup 2023, without applying for a special licence. First reading on June 6 and sent to the justice committee to be reported back by July 11. Opposed by the Greens and Kerekere. Reported back on July 7 with minor changes. The committee also said a permanent legislative fix should be found as part of wider alcohol reform work. Labour MPs also said there should be reform to provide stricter controls on advertising, sponsorship, and promotion of alcohol, including in relation to sports. Passed through all remaining stages under urgency on July 18 passing its third reading vote with Greens, Te Paati Māori, Kerekere and Whaitiri opposed.

  • Introduced on Feb 18, 2020. The Bill rolls back some of the provisions of the so-called ‘Hobbit” laws. It introduces a workplace relations framework about the employment status of people doing screen production work. It introduces a duty of good faith and mandatory terms for contracting relationships in the industry; allow collective bargaining at the occupation and enterprise levels; and creates processes for resolving disputes arising from contracting relations or collective bargaining. First reading on March 5 with National and ACT opposed. Referred to the Education and Workforce Committee with a June 2 report back. Report back extended from June 2 to August 6.   • Introduced Dec 10. The Bill rewrites the law on the making of secondary legislation, adjusts access to it and parliamentary oversight. The bill amends the Secondhand Dealers and Pawnbrokers Act to enable Police to recover and trace stolen property as well as apprehend offenders involved in this activity.   • Security (Benefits Adjustment) and Income Tax (Minimum Family Tax Credit) Amendment Bill

The bill changes the way increases in main welfare benefits are calculated from adjustments in line with average ordinary time weekly earnings to changes in the Consumers Price Index. Introduced under Urgency with the first and second readings completed on Feb 13, the committee stage on Feb 15 and third reading on Feb 20. Passed with National, Act and NZ First in support.

It is the govt’s response to Part 2 of the Law Commission’s report – The Crown in Court: A Review of the Crown Proceedings Act and National Security Information in Proceedings. First reading on Dec 14 with all parties in support and sent to the justice committee. Second reading completed on Sept 29 with the Greens and Te Paati Māori opposed.   • Self-contained Motor Vehicles Legislation Bill

  • Introduce on Aug 25. The bill sets up a new regulatory regime for self-contained vehicles and freedom camping. First reading Aug 3o with all parties in favour and referred to the Economic Development, Science and Innovation Committee. Reported back with an evenly split committee unable to agree on amendments or whether the bill should proceed or not. Second reading on May 2 with National and Act opposed. The government introduced a number of amendments at the committee stage on May 16. Third reading on May 30 with National, Act, Greens and Kerekere opposed.

  • Severe Weather Emergency Legislation Bill

  • Introduced on March 14. An omnibus bill to enable emergency response and recovery in the main areas affected by the recent severe weather events. Modelled on legislation used following the Canterbury quakes. It give councils more flexibility to assist to assist recovery and improve resilience. The bill has new powers for the government and councils including overriding other laws such as resource planning. It also modifies statutory timelines for councils and businesses that are not practical to meet. First reading on March 14 with all parties in agreement and sent to the Governance and Administration Committee to be reported back by March 16  and then passed through all stages. Remaining stages completed on March 16 with all parties in favour.

     

    Severe Weather Emergency Legislation Bill
